I ride pleasure so I do no get saddles with billet straps, but most saddles that come with them do not have buckles to attach to the other side. I hear people sometime refer to them as bucking straps but the only thing bucking straps really do is keep the saddle more still (especially when no one is in the saddle) but do not put it too tight because it would cause most horses to buck. If it is too loose it would not be doing any good. I really do not see a need for them unless you are cutting or working cattle. Even then they do not do that much. Hope it helps!
