I'm working with an OTTB, that always questions the jumps. We have gotten him better with that but he still is rushing when he see the jumps. Any ideas on how to help that?

Use a Grid and do half halts in between jumps, as it will stop him from rushing and slow him down, also at the end of the grid stop him completely....do not let him keep going. This might work. It worked for me. :)
Grids and poles work really well. They'll make him concentrate a bit more and he won't be able to do them unless he maintains the correct speed.
