It is possible that your saddle does not fit properly

use the billit holders on your saddle pad. they've worked wonders for me

I agree with what other have said about using a breast plate. It could also be that you saddle doesn't fit right. It could even be the girth you use - elastic ones can make the girth slide a bit. :)
I use a gel grippy pad it is small and clear
Either use a breastplate or instead of a normal saddle pad use a waffle weave pattern saddle pad because those can prevent it from slipping
I would go for a simple elastic Y breastplate which are allowed in all disciplines. Just watch that it doesnt make the back of the saddle raise up a bit (put too much pressure on the front). A five point breastplate generally spreads the pressure out and stops the back from lifting if this happens to you.
Invest in a no slip pad. They are small and they good under your saddle pad detainer in your horses back. They've worked really well on a horse that I ride who has the same problem
We have the same problem with one of my ponies we use a breastplate and a back riser as he has a really curved back😊
I have this same problem with one of the horses I ride! We use a breastplate to help it not slide and it seems to work! I would suggest trying it! I hope this helps :)
