Normally you have the vet come out once in the spring and once in the fall, there are certain vaccinations and certain things they check in both of the seasons, you can talk to your vet more about what your horse will need.
And then the vet doesn't need to come out unless something happens to your horse and they get injured or sick, etc.
As for the farrier start out having them come every 6 weeks, that's when most horses get them done but you may have to adjust it depending on how fast the hooves grow, my horse he's his hooves done every 5 weeks.
