I use a rope halter in cross ties, it makes a big difference
What ive taught horses is, at first use a long rope and dont tie them so tight. Tie them looser at first enough to where if they pull they wont get away, but if they really panicked they could. Stand there with them when the rope is at a longer distance and slowly move your way tighter and shorter(if they are behaving). Then work with them being tied with distractions ect. The horses pull because they feel threatened, then the resistance from the halter makes them pull even more, because they are prey animals this is just an instinct for them. It is us who have to teach and reassure our horses. Hopefully this helps :)
