Has anyone got and tricks to help stop sweet itch in manes and tails?

I use neem oil as well and try to have a rug on at all time as well as putting him in an "itch proof" paddock ( a paddock with no trees were do this with an electric fence)
my horse has sweet itch and he has a sweet itch rug! I am constantly having to change rugs as one will work one year and then won't work the next. I also use a lot of fly sprays, creams and oils. I personally like citronella based fly spray as that works best on my horse and I use neem oil which is a pesticide, relieves itching and promotes hair growth :) hope that helps
