It is a way for them to cool down.
It shows they are workibg hatd
It shows you are working his mouth correctly and it is completely normal
My horse does the same thing - Its because they are focused on the bit and are trying to listen and respond to the pressure of the bit and where you want them to go!
This is when a lot of work with bit. It's a good thing because the horse is then engaged.
