I would keep nudging (not kicking) with your heels, or when you feel him start to slow down nudge with your heels and add a verbal command (whichever one you use)

My suggestion would be to try finding a consistent pressure then release rhythm to encourage your horse to continue moving out. Make sure you aren't telling him to stop his motion with any part of your body and just don't realize it. If this doesn't work, talk with your trainer about maybe trying some spurs or a crop/bat.
