I could not get my horse to a new barn because she would not get on the trailer. The new barn wants me to still pay one month board. Is this normal? Still at old barn.

Yes it is normal, bc they are holding a stall.
There was no contract and it was out door board and there were other spots open so I wasn't really holding a spot. (There's not much room to post this question)

It depends on the contract you signed up with them. If you booked a stable, most of the time you need to pay for it whether you horse lives there or not.
Try to speak with them to see how you can fix this situation.
