I struggled with this for a while. I worked in lunging for a long time and ground driving
A lot of issues like not being 'on the bit' have to do with incorrect body alignment for the horse. Make sure she's straight through her shoulder and neck (flexion is important, but make sure it's not just neck bend), and make sure she's truly moving off of your inside leg and bending through her barrel. Some exercises that can help are spiraling circles, shoulder-fore, etc. when she wants to curl behind the bit, push your hands forward slightly and ask her to step up to the bit from behind, and stepping underneath herself with her inside hind leg.
