I had a 15hh arab and everyone rode him. Then we had a pony about 13.5hh and my 5'8 riding teacher rode her all the time.
I think it's fine, but under stand that evantualy you'll out grow her and need to sell her.
You should be ok. I'm 5'4 and sometimes ride a 13.2hh pony

The general rule of thumb is that horses can carry about 25% of their body weight on their back. For an example, a 1,100 lbs horse can carry comfortably roughly 270 pounds. Hope that helps!
