Any recommendations on a bit that gives me more control when jumping but still allows my mare to be forward in flat. She has a mouth of steel when it comes to jumping but not flat.

Use two different bits! I highly reccomend the neu shule universal bit!
Slow twist d ring
I have the same problem with my gelding so I use a French link d rings but check with your trainer
I would say you should have two different bits, one for flat and one for jumping. My horse is a literal freight train, I show him in a Pelham and school him in a slow twist d-ring. The Pelham has worked so great with him and he loves it!
You could try a Pelham with double reins.
