You need to make sure your horse is very responsive to your leg. Make the horse move forward into the contact of your hands and incorporate leg yields. Once her mouth feels soft and giving, hold your outside rein steady while your inside rein plays with the bit. Once she frames, give her the reins
You want to have a forward movement so that the horse uses its hind end and comes up to the bridle. Try some lateral work like leg yield to get the horse to engage its hind end. Flexing and bending help a lot too, like getting the horse to just tip its nose slightly in and moving forward so the horse wants to lower its head in to a natural frame
