What to do when we have a horse that is not very active to the legs unless it is in the jumps?

They have this thing I think it's called blood boost I think it helps with that stuff like energy it's a supplement I think it may help I would look it up first though I'm not a 100% sure.
I generally use a dressage whip to help me out. What I do is use my legs once and if the horse doesn't listen I start tapping him with the whip (starting with a light tap and increasing if he still doesn't listen) and repeat until as soon as I touch him with my legs he goes forward (or does the transition).
