Does doing calf raises help keep your heels down?

It can help yes but is not a complete solution. Honestly I recommend riding with dive rings on your toes. It really makes you focus. But if you lose one you have to get off and pick it up and get back on all by yourself. It worked for me. Hope this helps
it's more so stretching out the muscles not building them
I think they might because it will strengthen the muscle, but I reccomend stretching your ankles as well so that you can put them down.
