The only advice I could give you is to take things slow, start by bringing a very gentle horse for your mare just to sniff, praise her, a lot, if she does something bad give her a tap on her shoulder as a “no”. Once she’s comfortable with that you could put them together in the paddock or something like that, you could get in her and have the other horse walk around her or something like that ?
Maybe see if you could put her in a paddock with other horses during the day too as this might help her get over being around other horses then?
Yes I agree with the ribbon idea try putting your horse in a paddock or a near by paddock near other horses
Get her used to them ride with them (but make sure to still be cautious and have boundaries) and get her used to seeing who they are and they won't hurt her my mare did the same excact thing but is a lot better now!!!

Maybe try exercising her near other horses regularly so she gets used to being riddden in company. Also put a red ribbon in her tail - I know this means they kick but it will give people an indication she needs spence and they should give it to you in the warm up. Also is she stabled or in a paddock with any other horses?
My mare I ride has the same issue I’d she gets close to another horse she tries to be dominant of them. I would just pass the horse but not to close
