I have had success with adding a bit of oil and flax into my horses dinner. It has helped make the hair stronger and smoother (mane, tail and body).
Unfortunately, I have wild frizzy hair that I sometimes have to wrestle into curls if I don't straighten, which is helpful when dealing with the hair of cobs and native breeds! :D

I find treating it like human hair helps.
I would treat it with coconut oil and leave it on for as long as possible, making sure to rub it in. Wash the mane with shampoo and condition it afterwards before putting in a bit of Mane and Tail. You might need to do this once a week at the beginning before cutting back if it gets greasy. This isn't ideal if you plait it often but I find that once you get it smooth, the maintenance treatments are seldom enough that plaiting it no problem.
To make it shiny and lie flat for a cheat day, a bit of baby oil through it calms it down and makes it shiny. Watch this though, as a little bit goes a long way.
