I think it’s very difficult to get a riding job if you are strictly looking to be given horses to compete. There are so many great riders out there! My best advice would be to apply to barns looking for a groom/flat rider. A lot of times employees are given riding opportunities after demonstrating their work ethic, knowledge, and loyalty. I’d just try to learn as much as possible from those you mentor and the rest will follow :)
