We do raised poles which engages their hind end also it may be because your horse has a weak top line so raised poles on lunge and bounces on lunge with a lunging aid will help with that and also when riding you can use a bungee or draw reins which help to get your horse working correctly

You can get him collected and drive his hind end with your lower body. A good exercise would be trot poles or bounces to keep his hind end moving.
