There are two possibilities:

- The horse has psychologically taken over the rider, he became controlling and understood that when he does that, you will stop, by fear of hurting him. So he got an edge in the relationship dominant/dominating. He makes the rules.

- He can have a problem with his back, a blocking in the spine, which can be accentuate when cantering (with the bending-extension)
