Sorry I have never heard of a surgery in cases of an ulcer. Only if the horses have colics - which also can be a follow up of ulcers. The ideal way will be - after the diagnose to treat it with a Medicine, we in Europe mostly get Gastrogard from our Vets. After the treatment with this medicine the horses do recover and then you should start preventing your horse for a recurring ulcer. The best way - from our point of view - is to use Equine 74 Gastric, but we know there are a lot of good products in the market.
